SERVICES

 

I. Consulting service for preparation of documentation for award of a public procurement contract in compliance with the Law on Public Procurement and Council of Ministers’ Decree No 118, which includes:

  1. Determination of the regulatory procedures in compliance with the thresholds specified in the applicable laws;
  2. Determination of the type /service, construction and installation works or supply/, object and name of the public procurement contract;
  3. Filling in of the Decision and Notice samples;
  4. Filling in a notice to the European Union /if applicable/;
  5. Determination of time limit for the procedure implementation;
  6. Preparation of a full package of documentation for the particular procedure
    • Instructions for preparation of offers in the procedure;
    • Samples of declarations required for the particular procedure;
    • Price offer sample;
    • Participation/performance guarantee samples;
    • Methodology for offers assessment – when the assessment criterion is most economically beneficial offer;
    • Sample public procurement contract;
    • Legal compliance of the Technical Terms of Reference;
    • Detailed description of the object of the public procurement contract to be awarded;
    • Preparation of a package for selection of a contractor through a letter of assignment or collecting of 3 offers;
    • Preparation of a package of documents in compliance with Council of Ministers’ Decree No 118;
  7. The consulting service also includes preparation of the required correspondence in case of obligatory subsequent entries of new data in the batch of the employer, making of technical or operating corrections and elimination of technical or spelling errors in the filled-in samples of the employer;
  8. Providing of legal consulting and assistance in the preparation of letters – Questions and Answers in reply to inquiries by potential applicants/participants in the procedure.

 

II. Consulting service for a full package of documents for ensuring the legitimacy of the work of the Commission for offers assessment and performance of consulting until the moment of conclusion of a contract with the selected contractor:

  1. Consultations on the legitimacy of the documentation of the employer related to the work of the Commission for offers assessment;
  2. Preparation of a full package of documents for ensuring the legitimacy of the work of the Commission for offers assessment and performance of consulting until the moment of conclusion of a public procurement contract with the selected contractor;
  3. Consultations on selection and employment of a hired expert;
  4. Preparation and provision of a sample protocol for presentation of the results and classification of the offers;
  5. Consultations on notifying the participants in the procedure of the performed offers assessment;
  6. Provision of a Decision sample to the employer for contractor selection;
  7. Consultations on the actions related to the conclusion of a contract with the selected contractor;
  8. Consultations on the actions related to the notifying of the participants in the procedure of the performed offers assessment and the offers classification.

 

III. Consulting service for examination, legitimacy, receiving consultations and recommendations to prepared documents prior to their official disclosure:

  1. The service includes a thorough examination of the prepared documentation and making of required corrections subject to the consent of the employer;
  2. The consulting service aims at avoiding the risk of announcement and implementation of illegitimate procedures for award of public procurement contracts.

 

IV. Training related to the legitimate preparation of documentation and implementation of procedures in compliance with the Law on Public Procurement/Council of Ministers’ Decree No 118. The training that we provide:

    1. Aims at minimizing the risk of implementation of illegitimate procedures;
    2. Is tailored to the needs of the specific target group: experts and executive officers within the particular administration and contractors of services, construction and supplies;
    3. Aims at successful implementation of projects of beneficiaries under donor programs and effective utilization of the EU funds;
    4. Ensures the opportunity for multiplication of gained knowledge;
    5. Ensures the gaining of practical knowledge related to the process of award of public procurement contracts and selection of a competent contractor.

 

V. Consulting service for preparation of documents of contractors of services, construction and supplies participating with offers in procedures in compliance with the Law on Public Procurement/Council of Ministers’ Decree No 118:

    • Rendering of legal assistance and consultations on full packaging of offers by applicants/participants in procedures for award of public procurement contracts.  

 

VI. Keeping-up with published tender procedure announcements by beneficiaries under donor programs:

  1. Regular keeping-up with published tender procedure announcements based on preliminarily defined criteria on national, regional and local levels;
  2. Regular keeping-up with published tender procedure announcements based on preliminarily defined criteria on EU level.
